IFA 2012: Sony's high number of smartphones won't be a hindrance

With the announcement of the Xperia T, Xperia V and Xperia J at IFA 2012 in Berlin, Sony has added even more handsets to its already packed line up for 2012.

We witnessed HTC go down the handset overkill route last year, which it later admitted wasn't the best plan and dialled down the number of phones it offered this year, but Sony doesn't share the Taiwanese firm's concerns.

Sony's Head of Xperia Marketing Calum MacDougall told TechRadar: "The mobile industry is very competitive and you are seeing a lot of new products coming all the time, and this is going to be an extremely competitive end of the year.

"You've got iPhone 5 coming, there's going to be other pieces from all our competitors, so the reality is to be competitive, you need to refresh pretty often to bring new and innovative products into the market."

Talking about Sony's now wide range of handsets, MacDougall said: "It does give us some advantage, because we can offer different types of products to different types of markets and consumers."

However it looks like the latest smartphones will be Sony's final offerings of 2012, with MacDougall confirming that the new range will be the firm's flagship mobile devices for the rest of the year.

School District Tries To Scare Up $3 Million In Advertising To Pay For Sports

Forget spending a few bucks to put your company?s name in the back of some paper-thin football program. If you?re looking to sponsor a school?s sports program, think big ? like spending millions of dollars big!

For years, schools have gotten more aggressive and ambitious about selling off space to corporate sponsors to make up for money they can?t get ? or would rather not try to get ? from taxpayers, including offering naming rights to facilities. (At my son?s high school, famous alumnus Dwyane Wade and T-Mobile kicked in $150,000 in 2007 to renovate the basketball court?and rename it D-Wade Court, though I noticed at the parent fall sports meeting recently that the ad on the court for the T-Mobile Sidekick has been removed).

But forget a mere $150,000. Why not go for, say, $3 million? That?s what Clark-Pleasant Community School Corp. in Whiteland, Ind., wants to do to fund expansions and improvements to its outdoor sports facilities.

A change to Indiana?s constitution?in 2010 limited the ability of schools to raise taxes or sell bonds without public approval. So the school district, located in Indianapolis? south suburbs, is trying to appeal to individuals and companies to give a little. Recognition levels include ?listing the names of businesses or individuals who commit at least $500 on banners displayed at all sports events up to placing names of donors giving $1 million on the school?s football field and other?venues,? according to an Aug. 30 story from?The Associated Press (which got the story from one of my former employers, the Daily Journal of Franklin, Ind., where in my younger days my beat included the Clark-Pleasant schools).

Wow ? $1 million for naming rights to a high school field? I guess the price has gone up quite a bit since Noblesville High, north of Indianapolis, sold football field naming rights to a local Chevrolet dealer in 2006 for $125,000 over 10 years, or even the $500,000 Gloucester High in Massachusetts got from New Balance for naming rights as a means to help fund stadium renovations.

Then again, Clark-Pleasant may be encouraged by the success of its neighboring school district to the west, Center Grove Community School Corp. of Greenwood, Ind., which in 2011 got a five-year, $1.1 million commitment from a local auto dealer to cover pay-to-play fees, in exchange for the right to paste its name all over school athletic facilities. Even $3 million is doable, given that the Lubbock (Texas) Independent School District in May got that in one fell swoop from PlainsCapital Bank in exchange for naming rights to football, baseball and basketball facilities.

Clark-Pleasant is hardly the only school district with million-dollar ambitions. In Lewiston, Maine, the community and schools are offering naming rights as part of the incentive to raise $3.8 million to renovate athletic fields.

While selling advertising might take some pressure off of taxpayers ? or pressure off of schools having to ask people to pay for bonds ? as you can imagine, not everyone is on board with selling naming rights. In Lewiston, a member of the school committee (the school board equivalent) was very upset by his fellow members? decision. From the Lewiston-Auburn Sun Journal:

School Committee veteran and former chairman [James] Handy said he was opposed and that the school board lacks authority to do anything about inappropriate advertising.

Giving permission to a group not elected by citizens, Handy said, means they could end up with a Hollywood Slots swim team or an Oxford Casino track field. ?They may not have a problem with Trojan Condoms.?

Handy said he doesn?t want students ?to be raised in a school where every inch of flat surface ends up being advertising, including space on public buildings sold to the highest bidder,? he said. ?This corporatizes and professionalizes high school sports,? creating more pressure for teams to win to justify corporate investments.

To improve fields there should be a legitimate capital campaign ?that does not include the selling of our schools. Once we?ve opened that door, it?s free game.?

The other members of the committee said that, at the least, there will be no Trojan Condoms Field. Although I have to point out that, like in many things corporate, China has far looser standards than we have in the United States, given that it has whole schools sponsored by the state tobacco company, with such educational messages in elementary schools as ?Tobacco nutures talent.?

In the end, for both Clark-Pleasant and Lewiston, the fundraising might be for naught. While I have pointed out some examples of successful fundraising, in other cases, districts had ambitious sponsorship plans that went wanting.

For example, in 2009, backers of a new turf football field at Jonathan Dayton High School in Springfield, N.J., started a fundraising effort that included perks such as $250,000 for naming rights and $5,000 to sponsor a flagpole. Construction is scheduled to begin in September on that field, which is scheduled to open in fall 2013. However, the money isn?t coming from the sponsorship effort. Instead, it?s being paid for the old-fashioned way ? with proceeds from a $3.4 million, taxpayer-funded bond issue.

Answer: If the two stores are one enterprise, then employees? hours are combined. It doesn?t matter which business pays the overtime, and allocations aren?t necessary. However, if each store is a separate business, that business will be liable for the overtime payment and the records required to show the employee?s working time.

Regardless of how the two businesses are organized, employees who travel between the sites during working hours must be paid for their travel time.

Maritime security company proposes a centralised approach for protecting vessels

US-based company Armed Piracy Defence is proposing a centralised approach to ensure that all ships within high risk areas will have anti piracy security teams on board. These security teams would have common protocols and procedures to provide quality armed security service to ships transiting pirate-infested waters.
From its command centre in South Florida, Armed Piracy Defence gives thousands of shipping companies access to 25 maritime security companies and their available teams. These companies have 125 teams in the High Risk Areas at any given time. The plan is to include as many as 400 security teams that will be stocked by floating armouries, to protect vessels in danger zones. These teams will be able to cover all of the 150 ships on the riskiest routes, moving in and out of the Indian Ocean High Risk Areas each day.
Lieutenant (ret) Dave Daniel Rachimi, CEO of Armed Piracy Defence (APD), said that it is imperative to provide armed security for all vessels travelling in the High Risk areas. To date, no ship with armed security personnel on board has been hijacked.
He said that there is no chance of an attack on Somalia to try and stop the pirates so a standardized approach, with private security teams on each vessel is the only way to go. Ship owners would report their entry into the High Risk Area (HRA) and APD would do the rest in a ?one stop shop service?.
There are numerous benefits of using this centralised approach. From the command centre of Armed Piracy Defence, the activities of 25 maritime security companies are monitored so that the real time location of security teams, weapons and armoury vessels is known at all times. When there is a change in course, a delay or anything that requires dispatch of a new team or resources, APD can contact a qualified team from any number of authorised companies that are in the HRA already. Teams that are there can be in place within 12 hours. By using teams on a repetitive basis from one port to another, it lowers the costs of bringing a new team into the area, APD said.
Rachimi said that every vessel entering the high risk area should be registered and a security team placed on board. As soon as a team of guards finishes a mission, they will have a new mission sent to them from the centre.
By overseeing many teams from different companies but with one curriculum of training, APD can ensure that all teams adhere to a strict code of conduct in all their dealings with ship crew and captain by issuing tactical and procedural log books and guidelines concerning teams on the ships before, during and after the missions. The drill routines on the ship including the bridge, citadel, weapon safety, viewing and detection and multi skiff attacks adhere to security protocols that are signed as part of the agreement process.
In case of emergency or calamity crews can be pulled from the surrounding area to assist with challenging situations. The teams can count on an alert being sent out to other team at the same area and to naval forces to come and back them up. Any incidents can be analysed and investigated in a standardized manner, with the outcome of the conclusions being spread out to the anti-terror teams that are at sea.
The recent attack of more than 50 pirates on two Iranian ships has brought to light the need for further precautions, Rachimi said. It is no longer multiple skiff attacks but swarm attacks. More ammunition, better sniper equipment, ex-military guards, better protective equipment, hands free radio communication between the team members and officers, drills related to swarm attacks and those related to the citadel and radar detection and better communication between the master/ officers and team leaders are all essential as this pirate tactic presents itself.
Billions of dollars are being spent on the damages from piracy. Rachimi said that with US$20 million dollars, APD could put together an integrated command and control centre and seven armoury vessels and the supplies needed to protect ships entering the high risk area.
Rachimi noted that every year insurance companies pay US$250-280 million to pirates. ?It is another type of terror where the whole world economy is in their hands,? Rachimi said of the pirates. If the insurance companies contribute a small fraction of the amount of the ransoms to the creation of this centralized approach, they can help rid the world of piracy as opposed to giving positive reinforcement to pirates.
At the moment, Armed Piracy Defence is using its own resources to pursue the goal of a centralised command centre. Rachimi said he is approaching all the ship owners and maritime security companies in the world. Although he does have the eyes in real time on the ships and maritime security companies in the high risk areas, he still needs to subcontract all aspects of each job. This is time consuming and costly.
He said that the framework for the single umbrella organisation is there already, it is just a matter of getting people to join and companies need to sign on to be a part of it. Ultimately there will be a website for ship owners and maritime security companies to join with a fee for the tactical curriculum and guide, and the access to the security needs of the shipping companies. ?It?s mission possible,? he said, as there is sufficient manpower, weaponry and training available. ?We have all the ingredients to do it right-and halt piracy from a world problem to a marginal problem?.
Rachimi said that APD is open to ideas and collaboration from shipping, insurance and maritime security companies to improve on the system as it continues to develop.

Glowing fish help seals hunt in the dark

The glow that certain fish give off may help the world's largest seals hunt them down.

Southern elephant seals spend about 10 months in the southern Indian Ocean, coming ashore only to breed and molt. They forage over broad distances, during which time they dive continuously, sometimes deeper than 4,900 feet (1,500 meters).

The deep, dark ocean is a challenging place to find prey. Whales use echolocation ? the biological equivalent of sonar ? to scan for potential food, while penguins rely on scent. However, it remained uncertain how southern elephant seals foraged in the deep sea. Scientists now have a better idea after attaching electronic devices to some of them.

Shining a light on prey
Southern elephant seals are the world's largest seals. "Standing next to a male over 3 tonnes (6,600 pounds) and 4 meters (13 feet) long is particularly impressive," researcher Jade Vacqui?-Garcia, a marine biologist at the Center for Biological Studies of Chize in France, told LiveScience.

The elephant seals primarily prey on lanternfish, which are bioluminescent ? they naturally give off a glow. The glow helps the fish communicate with other members of their species; it also allows them to startle predators and to hide from carnivores lurking underneath by mimicking the light from above. Past research showed the vision of these seals is specialized to weak light, with peak sensitivity for the same blue light that lanternfish give off. Scientists who tagged southern elephant seals in the southern Indian Ocean were surprised to find these seals may track lanternfish by sight.

"Each year about 10 tags are deployed on seals in Kerguelen Islands, French territories in the southern Indian Ocean," Vacqui?-Garcia said. "We leave for several months, living on an island swept by storms from the Southern Ocean where the seals come onshore twice per year. The experience is unique and very exciting."

In addition to the seals, "the seabird colonies are also very numerous ? albatrosses, penguins," Vacqui?-Garcia said. "This is one of the few places in the world where we are confronted with the wild world with such intensity. It is a real privilege."

The scientists anesthetized four female seals and glued electronics onto their heads. These devices included satellite tags that relayed temperature and other data, as well as sensors that monitored light and recorded the depth and lengths of dives.

"The initial topic of the study was absolutely not dedicated to bioluminescence," Vacqui?-Garcia said. "The light sensor was originally aimed to see if there was a link between the depth of penetration of light from above and how productive a depth was," in terms of life in that layer.

Foraging with light
The researchers analyzed a total of 3,386 dives and deduced that seals found good areas to forage based on how fast they ascended from those areas and dove back to them.

Increased bioluminescence deep underwater, where there was no light from above, was linked with foraging. This suggests these glows help the seals forage more and find prey.

"We had confirmation that without really wanting to, we had recorded the events of bioluminescence along the dive tracks of seals," Vacqui?-Garcia said.

Future research could aim to identify with certainty what bioluminescent species the seals encountered, and how bioluminescent events change around the seals as they swim.

The scientists detailed their findings online Wednesday in the journal PLoS ONE.

How Bain Capital execs lower their taxes - The ... - Fortune Finance

FORTUNE -- There has been lots of talk over the past few days about how Bain Capital executives have used management fee waivers?to effectively lower their tax payments (a tactic that is not unique to Bain). Some academics have argued that such waivers are an illegal dodge, while private equity tax attorneys I've spoken with call it "aggressive but accepted by the IRS."

Here is the basic structure: Bain officially charges 2% management fees to investors in its private equity funds. The idea is to cover overhead, such as salaries, office leases, electric bills, etc. ?But Bain has lots of other business lines (venture capital funds, hedge funds, etc.) that generate sufficient cash flow, so it "waives" the PE fund management fees. Well, sort of. Limited partners still pay the 2%, only it flows directly into the fund, as part of Bain's general partner commitment (which is between 10% and 15% of Bain's total PE fund capital, an unusually high percentage).

By doing so, Bain partners don't pay ordinary income taxes on their management fees. Instead, they pay at capital gains rates if/when the deals generate profit (because it's now considered carried interest). It appears that the partners irrevocably waive their rights to the returns if the deal returns less than par, although I don't have access to the LPAs that would spell it out more exactly. That said, sources do tell me that Bain partners cannot take waiver-related capital loss on failed transactions.

Sources sympathetic to such structures cite an IRS ruling (93-27) that specifically seems to allow such waivers, under a notion of partnership risk. Critics say that rule is being perverted, because the risk of loss is so low.

I'm not well-versed enough in IRS minutia to render judgment, but do feel that such structures should be banned going forward. Management fees are a fee for service. As such, they should be taxed as ordinary income. If Bain wants to eliminate management fees altogether, then move to a 0-and-32 structure.

To be sure, I have no problem with fund managers pushing some of their fees into funds. I think it's a good thing, as it's a tighter alignment of interests. But I don't see why their capital should be cheaper than that of the high-net-worth investors in their funds (who paid taxes on their pre-commitment monies). Doing so, in fact, depresses that alignment.

Tax law is a funny thing, because certain?strategies aren't black and white. They're subject to interpretation. When I asked a PE tax attorney if what Bain is doing is allowed, she told me that "allowed" and "not allowed" isn't always the right way to think about it. Okay, understood. But some things are explicitly permitted (treating carried interest as capital gains, for example) and other things are explicitly prohibited (taking deductions for work expenses for which I was reimbursed). So let's just add this one to the latter list.

Rand Paul To Campaign for Romney While Dad Won't Endorse

Former GOP presidential candidate Rep. Ron Paul has declined to endorse Mitt Romney, but his son Sen. Rand Paul will soon hit the campaign trail to support the newly-minted Republican nominee.

"We are hoping to help Gov. Romney get elected," Rand Paul told ABC News' Jon Karl after wrapping up his speech at the GOP convention tonight.

The younger Paul said he is working out the logistics of appearing at campaign events for Romney between now and November.

"They've asked me to go places and I'm happy to," he said.

During a convention aimed at uniting Republicans and stoking enthusiasm leading into the last two months of the election, a rift seems still to exist within the party between a small but vocal group of ardent Ron Paul fans and the larger crowd of Romney supporters.

Shortly after Rand Paul wrapped up his speech, a boisterous group of about 100 Ron Paul supporters marched through the second floor of the convention hall shouting "So Maine goes, so goes the nation."

The protesters, most of which were wearing Ron Paul shirts and buttons, said they were upset the Republican National Committee stripped Ron Paul's Maine delegates of their convention seats.

Ron Paul was not given a speaking spot at the convention, as his fellow former GOP candidate Rick Santorum was, but Paul was the only Romney rival who was honored in a tribute video, which played directly before his son Rand took the stage. One of the largest applause lines during Rand Paul's speech came when he mentioned his dad.

Ron Paul did not watch the video from the forum or anywhere in Tampa for that matter. The campaign said last week that the congressman would stay for both his video, originally scheduled for Tuesday and for a speech by his son, but instead chose to skip out and head back to Texas.

The three-minute video featured clips of Paul, his wife Carol, son Rand and included several of his colleagues giving testimony to his "principles and his dedication to America."

"The longer we go and the deeper in debt we get, the more apparent it is that Ron Paul was right all those years," says Sen. Jim DeMint in the video adding that he thought Paul "was nuts" when they first met.

"Whether people want to admit it or not, Ron Paul changed the conversation," adds Senate Minority Leader Mitch McConnell.

Convention planners approved the video as an olive branch to the more than 300 Paul delegates that the congressman collected during his long primary battle with Mitt Romney.

"Congressman Paul's people came to us and said we'd like to do a short tribute to him, and we said absolutely," Mitt Romney campaign strategist Russ Schriefer told reporters last week.

Schriefer said that while Romney and Paul "certainly disagree on many issues," the one time rivals had "a lot of mutual respect" for each other.

The Romney campaign still has some appeasing to do. Earlier this week, Paul supporters stormed out of the convention because of the dispute over the Maine delegation. His supporters were also upset about new rules that would allow the party establishment to reject certain delegates and to make rule changes with a supermajority of votes. The concern: Republican party leaders are taking power from the grass roots.

Ron Paul told ABC News last week that it is a "possibility" that his son Rand would take his place as a leader of the supporters who have so diligently supported him through this year's presidential campaign, as well as his two previous White House bids.

"I'm sure he's the one who will finally make that decision on what he does and how far he goes, but I'm sure he's interested and very much involved in trying to promote these ideas," Ron Paul said.

While Rand Paul would not say whether a presidential run was in his future, the senator said after his speech on Wednesday that he does "see myself as part of the national debate."

"Being in the Senate is part of the national debate," he said. "If that's all I do then I'm really pleased to do it. But there may be more. We'll see."

Further, the report points out, in ?the United States, this trend among small businesses is especially pronounced, with nearly half (46 percent) citing information access as most important, while just 10 percent cite cost reduction.?

There is adequate empirical evidence to support the findings. For example, Box, a cloud storage platform, attributes its phenomenal growth to mobile adoption. The company saw the total number of new mobile users jump by 171 percent each month in 2011[1].

Mobility is seeping into every activity and process in the enterprise. In fact, its ability to extend the boundaries of the enterprise ? both in terms of geography as well as a business ? is what makes it attractive. Mobility combined with cloud is being used in a variety of situations as the technology itself grows.

Driving Mobility Growth

Three key factors are liberating employees from their desks, driving the growth of mobile workforces:

  1. Consumerization of technology and the Bring Your Own Device (BYOD) trend: Digital lifestyles, affordable, lightweight and highly-intelligent devices are making it easier for enterprises to adopt mobility to accelerate efficiency, to improve collaboration between teams, to stay connected with the customer and to improve business velocity.
  2. Growth in apps: According to a 2012 study by?ABI Research,?smart phone users worldwide were expected to download about 36 billion apps in 2012. That figure means 37 app downloads per smart phone user this year, a 6 percent rise from the 35 native apps downloaded per user in 2011[2].

These are new markets and services for mobility and cloud to explore.

The bigger implication of cloud and mobility for businesses is service discovery ? a way to grow business and ensure higher levels of customer satisfaction. An example of this is using a remote sensor in a vehicle to send continuous data over a mobile network for analytics. The vast amount of data being generated can be stored and analyzed in an elastic cloud-based infrastructure. Using predictive analytics ? an element that requires elastic compute resources best delivered over cloud ? alarms can be set off when a component is about to break down. The user can be updated about the impending break down, remote service teams that are already in the field can be directed to the vehicle using mobile systems, replacement components can be identified in service warehouses and dispatched to the site. The backbone for all this? Cost-effective and elastic mobile and cloud infrastructure.

It is the underlying service discovery that presents a new opportunity at the point where mobility and cloud intersect. The convergence is helping businesses create entirely new service lines and discover markets and consumers for their products to boost bottom lines.

TOKYO (AP) ? Sinking exports to crisis-stricken Europe and the rest of Asia put Japan's trade back into deficit in July, the Finance Ministry said Wednesday, adding to gloom over the economic outlook.

News of the worse-than-expected trade figures further undermined hopes for an export-driven economic revival, pushing regional shares lower.

The deficit was 517.4 billion yen ($6.5 billion) in July, according to provisional trade figures. That compares with a 69.7 billion yen surplus a year earlier and a modest surplus of 62 million yen in June of this year.

Exports fell 8 percent from a year earlier in July to 5.3 trillion yen ($66.9 billion), while imports rose 2 percent to 5.83 trillion yen ($73.6 billion), the ministry said.

Japan has managed to eke out small trade surpluses in some months over the last year, but reported a record annual trade deficit for the fiscal year that ended in March.

The strong Japanese yen has hurt exports, as have disruptions caused by last year's earthquake and tsunami disaster in northeastern Japan, which hampered production of autos and electronics.

Exports have also suffered from weaker European demand due to the debt crisis there.

A look at the figures for July shows sharp drops in exports of consumer electronics, customarily a mainstay for Japan's economy.

Total exports to Western Europe plunged 28 percent in July from a year earlier, while exports to the rest of Asia fell 9 percent. Exports to North America rose 5 percent, and those to the Middle East rose 9 percent.

Meanwhile, resource-scarce Japan's growing need for gas, oil and coal to offset lost nuclear power generation has pushed imports higher.

Japan posted its biggest half-year trade deficit ever in January-June ? 2.9 trillion yen ($37.4 billion) ? as fuel imports soared to keep power going despite shutdowns of most of the country's nuclear reactors.

All but two of Japan's 50 working reactors remain offline after the nuclear crisis set off in March 2011 by a massive earthquake and tsunami, leaving the country more reliant than in the past on imported oil, gas and coal to supply electricity.

Japan's imports of liquefied natural gas jumped 24 percent from a year earlier in July, while imports of power generating machinery rose 39 percent.

Power conservation efforts have boosted sales of electric fans and bamboo sunshades, most made in China, as families switch off air conditioners while trying to beat the heat, the Japan External Trade Organization reported.

Astros lose to Arizona in DeFrancesco's debut

HOUSTON (AP) ? The Houston Astros lost in their first game under interim manager Tony DeFrancesco as Aaron Hill homered twice to give the Arizona Diamondbacks an 8-1 win Sunday and a sweep.

DeFrancesco was the manager at Triple-A Oklahoma City before being promoted. The Astros, with the worst record in the majors, fired Brad Mills late Saturday night.

Houston general manager Jeff Luhnow said he made the move to "bring in a new environment" to the National League's youngest team. But on Sunday, things didn't seem much different as the Astros dropped their fourth straight and fell to 7-33 in their last 40 games.

Arizona won its ninth in a row against the Astros.

Hill, who connected for a three-run homer on Saturday night, kept going deep. He led off a five-run fourth with a shot off Armando Galarraga (0-4) and added another solo homer in the eighth. Hill also doubled.

Chris Young hit an RBI single, Ryan Wheeler drew a bases-loaded walk, Ian Kennedy hit a sacrifice fly and Gerardo Parra doubled home a run in the fourth to chase Galarraga.

$60,000 in gear heisted from Steve Jobs' home

Computers and personal items worth more than $60,000 have been stolen from the Northern California home of the late Steve Jobs.

The San Jose Mercury News reports 35-year-old Kariem McFarlin, of Alameda, has been arrested and charged with residential burglary and selling stolen property. He remains jailed with bail set at $500,000 pending an Aug. 20 court hearing.

Santa Clara County prosecutor Tom Flattery won't say if the items taken from the Palo Alto home on July 17 belonged to Jobs or another family member. The house was surrounded by a temporary construction barrier in July.

The co-founder of Apple died last year at the age of 56.

Flattery refused to discuss details about the case.

The prosecutor says McFarlin was likely unaware of the home's significance.

Security guard shot at conservative group's DC office

An armed man walked into the Washington headquarters of the Family Research Council and shot a security guard, according to authorities. NBCNews.com's Dara Brown reports.

Updated at 4:15 p.m. ET: A gunman who shot a security guard Wednesday at the Family Research Council office in Washington, D.C., was carrying a handgun and several additional rounds of ammunition, federal investigators told NBC News.?

Washington, D.C., police say the man, in his late 20s, walked into the headquarters of the conservative Christian lobbying group around 10:45 a.m. When challenged by the security guard, the gunman shot the guard in the arm.


He was then detained by other guards, and both district police and the FBI responded.? He was taken into custody by FBI agents. The FBI will have jurisdiction if the incident turns out to be a hate crime.

The suspect?s name has not been released, but two law enforcement officials told NBC News he is Floyd Corkins, 28,?from nearby Herndon, Va.

Another official said the suspect?bought the gun used in the shooting five days ago.

The FBI said the security guard is being treated in the hospital and "doing OK."

"The security guard, you know, was a hero in this case,"?Jacqueline Maguire,?FBI Washington Field Office spokeswoman, said at a?Wednesday afternoon briefing.?"And he did an excellent job of stopping the gunman from getting any further into the building and from anyone else getting injured or shot by him."

Maguire said she could not go into details of the incident.

One law enforcement official told NBC News it's fairly clear the Family Research Council was the man's target, though the FBI has yet to specify either a motive or the target of the attack.

Federal officials said the suspect was carrying a backpack containing materials related to Chick-fil-A restaurants.

Tony Perkins of the Family Research Council sent an e-mail to members last month in support of comments by the restaurant chain's president, Dan Cathy, who criticized same-sex marriage.

The comments touched off a public clash. Supporters on "Chick-fil-A Appreciation Day" on Aug. 1 flooded the chain's franchises around the country and? was countered with "kiss-ins" by same-sex couples at assorted locations Aug. 3.

Two federal officials said the suspect appeared to be mentally disturbed.

In a statement, Family Research Council President Tony Perkins said, "The police are investigating this incident. Our first concern is with our colleague who was shot today. Our concern is for him and his family."

On its website, FRC, founded in 1983,?says it advocates "faith, family and freedom in public policy and public opinion."?

Ryan traveled perilous budget path to VP spot

WASHINGTON (AP) ? Paul Ryan traveled a perilous route to political stardom. While other lawmakers nervously whistled past trillion-dollar deficits, fearing to cut popular programs, he waded in with a machete and a smile.

Ryan wants to slice away at Medicare, food stamps and virtually every other government program but the military.

Democrats, led by President Barack Obama, have made him their budget boogeyman. Even many fellow Republicans were reluctant to follow him at first.

But Ryan has become a hero to deficit hawks. Twice now, the Republican-led House has embraced his austere budget plans. And in these tea party-infused, economically bleak days, Ryan's fiscal ideas have moved into the Republican Party's mainstream, just in time to be tested in the 2012 elections.

As Mitt Romney's vice presidential pick, the GOP's boisterous budget outrider is now its loudest voice on taxes and spending.

Romney calls his running mate an intellectual leader of the party with a "bold and exciting" budget plan. But Romney also has been careful to note, without elaboration, that he doesn't necessarily agree with all of Ryan's ideas.

Indeed, some of the Wisconsin congressman's previous suggestions ? on the shelf since he ascended to the chairmanship of the House Budget Committee in 2011 ? were politically riskier. They included privatizing Medicare and part of Social Security and ending taxes on interest and investment income, meaning some wealthy investors like Romney might owe virtually nothing. Ryan has backed off those proposals, but he still stirs controversy.

Some of his current ideas:

SHRINK THE DEFICIT

For Ryan, it all starts with putting the brakes on the nation's out-of-control debt. For years he's been wielding colorful charts and graphs to sound the alarm about annual deficits topping $1 trillion.

In March, the House passed a federal budget outline based on Ryan's plans that would protect the Pentagon but reduce spending on almost everything else, including highways and farm programs, NASA and weather forecasts, medical research and college aid. It aims to whittle the annual deficit to about $287 billion in 2022. That compares with a $704 billion deficit projected for Obama's budget plan. (The House bill is a non-starter in the Democratic-controlled Senate.)

A majority of House Republicans actually voted for even deeper cuts. And a few Democrats joined in passing the Ryan plan, which over the next decade would spend $5.3 trillion less than Obama wants while cutting taxes by $2 trillion more.

A numbers man, Ryan loathes budgetary uncertainty. So he wants to lock down how much the government can spend on entitlement programs such as Medicaid and food stamps. Critics complain that this would transfer the risks of rising prices or greater need to individual Americans.

Ryan says the most important thing he can do to help people in need is to rescue the nation from fiscal disaster.

OVERHAUL INCOME TAXES

As much as he wants to shrink the deficit, Ryan wouldn't do it by raising taxes.

He wants to lower tax rates by compressing the current six brackets into two: 10 percent and 25 percent. The current top rate for the wealthiest is 35 percent. He also would reduce the corporate tax rate to 25 percent from 35 percent. Ryan says he would make up the lost tax revenue by eliminating unspecified tax breaks and loopholes.

Ryan ? like Romney and congressional Republicans ? would extend Bush-era tax cuts for everyone. Obama wants to allow taxes on earnings over $200,000 per individual or $250,000 per couple to go back up next year, for a top rate of 39.6 percent.

Ryan also seeks to eliminate the alternative minimum tax ? a much-despised levy that members of both parties have talked about ending. Doing so is tough, however, because it would cost the government hundreds of billions of dollars over a decade.

In the past, Ryan championed big tax changes that would mostly benefit the wealthy: eliminating taxes on dividends, interest and capital gains, as well as ending the estate tax. He dropped those ideas from more recent plans.

REDO MEDICARE

None of Ryan's ideas has caused as much outcry as his plans to remake Medicare. Critics say he wants to undo the fundamental nature of the government-run insurance program ? its open-ended commitment to getting seniors the benefits they need. Ryan says he would give retirees more freedom while saving Medicare from going broke.

After his earlier plan to privatize Medicare provoked a firestorm, Ryan put forth a retooled version late last year, which resembles Romney's idea of preserving a form of traditional Medicare alongside an option to choose from private insurance plans. Romney hasn't addressed the specifics of his new running mate's proposal.

Future retirees would get fixed government payments that could either go toward buying private plans or joining a government-run program modeled on today's Medicare. The insurers, including the government program, would make annual competitive bids that would be assessed to set the amount of the government payments. Older and sicker people would get larger payments; wealthier retirees would get smaller ones.

The growth of Medicare spending would be capped to keep medical inflation from overwhelming the national budget. In contrast, Obama proposes another way to limit Medicare costs ? by cutting payments to medical providers if spending surges.

Ryan's limit might not keep pace with fast-rising health care costs. Over time the government payments could cover much less of a retiree's medical costs than Medicare does now. For example, an analysis by the nonpartisan Congressional Budget Office found that Ryan's plan would hold government spending on a typical 66 year old to $7,400 in 2030. That compares with $9,600 estimated for the same retiree in 2030 under current law.

Ryan says his plan would keep costs down by creating competition within the health care system and giving retirees incentive to be smart medical shoppers. He also would gradually increase the eligibility age for Medicare from 65 to 67.

People already 55 or above could stay in the current system.

The starting point for Ryan's plan is some $700 billion in Medicare cuts already to be phased in under Obama's health care law ? cuts that are a favorite target of Romney and other Republicans who want to repeal "Obamacare." Despite that criticism, Ryan would keep those Medicare restraints.

HAND OFF MEDICAID

The fate of the health program for the poor is one of the most glaring differences between Ryan's vision and Obama's.

The president's health care overhaul would pour more U.S. money into the joint state-federal program so it can cover millions more low-income people. Ryan wants to repeal that expansion, curtail the program's growth and hand the whole package over to the states.

Ryan says converting the program into grants for the states would free them to use the money as its needed most and manage it more efficiently.

Even before Obama's expansion, Medicaid has been growing faster than the economy, putting a strain on state budgets and dinging the U.S. government, too. Ryan's budget would cut its federal cost over the next decade from more than $4 trillion down to $3.4 trillion.

The Congressional Budget Office says the Ryan plan would sharply reduce the size of the program relative to the overall economy and leave states the choice of cutting benefits, possibly by pushing people off the Medicaid rolls, or spending more of their own money.

WHAT ABOUT SOCIAL SECURITY?

For several years Ryan pushed plans to partially privatize the national retirement program, an idea that flared and dimmed during George W. Bush's presidency. He also talked about raising the retirement age gradually to 70 and reducing benefits for all but the poorest future retirees, to deal with demographic changes that threaten to overwhelm the program. Although there is wide agreement that changes of some sort must be made to shore up the program's finances, Ryan has dropped those lightning-rod specifics.

Instead, his budget would require that president and Congress find a way to fix Social Security's finances.
