Visa Adding Retail Credit Card Security For 2013 - Business Insider

Visa intends to pave the way for merchant acceptance of EMV credit cards with help from a new data encryption service that launches early next year.

According to company spokeswoman Ellen Richey, the payment platform provider intends to offer a point-to-point security solution that scrambles customer data at the terminal, reducing the likelihood of credit card fraud and identity theft.

Today's magnetic stripe credit cards date back to the late 1960s and early 1970s, a time when the prohibitive cost of processing tools was enough to deter criminals from stealing account data. Therefore, magnetic stripe data passes, "in the clear," from a merchant's card reader into their database, and over phone lines or Internet connections.

Visa's proposed solution eliminates those potential vulnerabilities by encrypting card information from the swipe to the database at the acquiring bank. Merchants get a payment "token" instead of actual cardholder account information, reducing the risk of internal theft. Likewise, a tapped analog phone line or a siphoned Internet connection will only give up useless, scrambled data under Visa's methodology.

P2PE secures future EMV credit cards

The point-to-point encryption network helps merchants comply with existing security regulations, while streamlining the process of accepting next-generation Visa credit and debit cards with embedded EMV chips. The "contactless" version of the EMV standard being adopted among most American merchants passes more information to Visa's network, including a security sequence that retailers can use in "offline mode." P2PE security safeguards this data, minimizing the risk that identity thieves can clone an EMV credit card.

Visa expects minimal impact to merchants during the P2PE rollout. In a statement to reporters, Visa officials confirmed that merchants could mix new terminals with existing payment systems by using a "format preserving" version of the platform during the transition period. Many Visa merchants already face a deadline within the next few years to upgrade their customer-facing payment tools to comply with the industry's EMV acceptance roadmap. Officials promised more details about Payment Card Industry compliance and technical specifications before the service's initial launch in early 2013.

Lovely family, known to our agency urgently require a Housekeeper at their beautiful Sussex residence, RH20.

The housekeeper would be responsible for all cleaning, laundry/care of clothes; shopping & some plain cooking/food preparation several times per week, including weekends; waiting on at table. Experience of care of very high quality clothing & care of antiques and very high quality furnishings an advantage.

Principally at a country house in West Sussex, where the accommodation will be provided. Also, at the London residence as required. The house in West Sussex is a listed building which has recently undergone a full refurbishment to an exceptionally high standard.

The employers are a couple who use the house mainly at weekends and spend some days most weeks in London. Their London residence is a flat in Eaton Square, SWI. Whilst the Sussex property (in an area of outstanding natural beauty) will be the base, the housekeeper would need to travel to London to deal with the smaller property there as required (maybe 2 separate days per month).

The Employer?s mother lives on the site in her own property and performs a supervisory role, ensuring the property is properly maintained at all times.

HOURS:
Full time; 5 days per week (Two weekdays off together). Core hours would usually be 8 to 5pm with 1 hour of breaks but in actuality, the hours will be as required to fulfil the duties. Flexibility is very important as we will require you to work weekends and take their time off during the week. You will be required to work evenings as required as part of the role and on bank holidays when the?employer?is in Sussex. Time off in lieu will be given for bank holidays worked.

Today I have a very special treat for us all, we are getting a sneak peek at a great new cookbook. I have to tell you that when I saw the list of recipes that will be included in the book, my stomach literarily grumbled. My husband and I both really love Middle Eastern cuisine, and so I know An Edible Mosaic is going to become one of my favorite cookbooks. I choose to try out Faith?s Vegetarian Stuffed Grape Leaves recipes, and that is what Faith and I will also be sharing with you today. Let?s get started.

Vegetarian Stuffed Grape Leaves

  • 1? cups (325 g) uncooked medium-grain white rice, rinsed
  • 3 tablespoons oil
  • 1 onion, ?nely diced
  • 2? teaspoons salt, divided
  • 2 tomatoes, ?nely diced
  • 1 bunch fresh parsley, minced
  • 6 tablespoons (90 ml) fresh lemon juice, divided
  • 4 tablespoons olive oil, divided
  • 4 tablespoons dried, crushed mint
  • One (1 lb/500 g) jar of brined grape leaves, rinsed
  • 2 medium potatoes, peeled and sliced
  • Hot water, to cook the grape leaves
  • Plain yogurt (optional, for serving)
  • 2 lemons, wedged (optional, for serving)
  1. Soak the rice in tepid water for 10 minutes; drain.
  2. Heat the oil in a large skillet over medium heat; add the onion and 1 teaspoon salt, and saut? until the onion starts to soften, about 3 to 5 minutes. Cool completely.
  3. Combine the onion, remaining 1? teaspoons salt, tomato, parsley, 3 tablespoons lemon juice, 2 tablespoons olive oil, mint, and rice in a large bowl; cover the bowl and refrigerate 3 hours.
  4. Soak the grape leaves in hot water for 10 minutes, changing the water twice; drain. Trim off the stems, if necessary.
  5. To stuff the grape leaves, lay 1 leaf ?at on your work surface with the shiny side facing down. Place 2 to 3 teaspoons of ?lling (adjust the amount based on the size of your leaves) across the leaf above the point where the stem was cut off. Fold the bottom of the leaf up over the stuffing, and then fold over the sides of the leaf onto the stuf?ng. Roll up the leaf, tucking in the sides as you go. Continue this way until all the leaves are stuffed. (Note: If you have any leaves that are very small, you can place 2 leaves overlapping and stuff them.)
  6. Line the bottom of a medium-large, thick-bottomed, lidded pot with the potato. Arrange the grape leaves (seam-side down) in compact rows on top of the potatoes, continuing with additional layers until all the grape leaves are in the pan.
  7. Sprinkle the remaining 3 tablespoons of lemon juice, remaining 2 tablespoons of olive oil, and remaining ? teaspoon salt on top of the leaves; place a heavy, ? at, disc-shaped object (such as a heat-safe lid or plate) into the pan on top of the leaves. Add enough hot water to cover the leaves by 2 inches (5 cm).
  8. Bring to a boil over high heat, then cover the pot, turn the heat down to low, and simmer until the rice is tender, about 1 hour, 15 minutes to 1 hour, 45 minutes; cool.
  1. Drain the stuffed grape leaves in a large colander, reserving the liquid in a bowl under the colander (store any leftovers in this liquid). Arrange on a platter and serve at room temperature, along with plain yogurt and lemon wedges, if using.

Grape Leaves (Waraq al Ainab or Dawali): These are the tender leaves that grow on grapevines; they are used to make Vegetarian Stuffed Grape Leaves. If you have access to fresh grape leaves that have not been sprayed with pesticides, look for leaves that are the size of the palm of your hand or larger, that are free from holes or blemishes. Before stuf?ng grape leaves, they require a little bit of preparation. Rinse them under cold running water, trim off the stems (without cutting the leaves), and blanch them for 2 to 3 minutes in a large pot of boiling water with 1 tablespoon salt and 1 teaspoon sugar. Rinse and drain them, and then they are ready to use or freeze (they can also be canned in a brine solution). To freeze, pat each leaf dry and then stack them on top of each other (try to place as many in a stack as you will need for a recipe); place the stack(s) in a plastic bag, press out all the air, and freeze. If you don?t have access to fresh grape leaves, you can buy them frozen, canned, or jarred, just be sure to soak them for about 10 minutes in hot water (changing the water three times) before using.

As I prepared Faith?s grape leaves my excitement really grew. The smells and ingredients are all ones I love. Faith?s instructions were so easy to follow, which is a great comfort when cooking something exotic for the first time. Quite honestly I found the hardest part of the process was removing the grape leaves from the jar. I know Faith?s instructions say to serve at room temperature, but I couldn?t wait that long. I took my first bite when they were still warm, and let me tell you the flavors inspired a happy dance. Being that it?s just hubby and I, we had plenty of leftovers that we were all too happy to eat for a few days. ?The stuffed grape leaves were so delicious, so much so that they will definitely become part of our meal rotations.

Fifty-five percent of small business owners and manufacturers would not have started their businesses in today?s economy, according to a new poll that also reports 69 percent say President Obama?s regulatory policies have hurt their businesses.

?There is far too much uncertainty, too many burdensome regulations and too few policymakers willing to put aside their egos and fulfill their responsibilities to the American people,? said Jay Thomas, president of the National Association of Manufacturers, which commissioned the poll along with the National Federation of Independent Businesses. ?To fix this problem, we need immediate action on pro-growth tax and regulatory policies that put manufacturers in the United States in a position to compete and succeed in an ever-more competitive global economy.?

The poll reports another ominous statistic for job creation: ?67 percent say there is too much uncertainty in the market today to expand, grow or hire new workers.?

Why? Because ?President Obama?s Executive Branch and regulatory policies have hurt American small businesses and manufacturers,? according to 69 percent of the business owners surveyed.

US Braces for More Violence From Anti-Muslim Film

The Obama administration was caught by surprise by the ferocity of the Sept. 11 attack against the U.S. Consulate in Benghazi, Libya, that killed the ambassador and three other Americans. Now it is bracing for another potential eruption of violent demonstrations in parts of the Muslim world after Friday's weekly prayers ? traditionally a time of protest in the Middle East and North Africa.

Angry demonstrations over an anti-Islam video already have occurred in Egypt and Yemen, and officials theorize that well-armed Libyan extremists hijacked a similar protest in Benghazi, where several Libyan security guards also were killed. The U.S. put all of its diplomatic missions overseas on high alert, and Secretary of State Hillary Rodham Clinton delivered an explicit denunciation of the video as the administration sought to pre-empt further turmoil at its embassies and consulates.

"The United States government had absolutely nothing to do with this video," she said before a meeting with the foreign minister of Morocco at the State Department. "We absolutely reject its content and message."

"To us, to me personally, this video is disgusting and reprehensible," Clinton said. "It appears to have a deeply cynical purpose: to denigrate a great religion and to provoke rage."

U.S. officials said they suspect that the attack at the Benghazi consulate, which had also been the target of an unsuccessful attack in June, may have been only tangentially related to the film.

They also stressed there had been no advance warning or intelligence to suggest a threat in Libya that would warrant boosting security, even on the 11th anniversary of the terror attacks of Sept. 11, 2001.

"As we did with all of our missions overseas, in advance of the September 11 anniversary and as we do every year, we did evaluate the threat stream and we determined that the security at Benghazi was appropriate for what we knew," State Department spokeswoman Victoria Nuland said.

The intelligence leading up to the attacks will be examined to "see if there was any way of forecasting this violence," as in any violent incident, House Intelligence Committee member Adam Schiff, D-Calif., said in an interview Thursday. But he said the focus now "has to be on finding out who is responsible and bringing them to justice."

President Barack Obama, speaking a campaign event in Golden, Colo., also vowed that the perpetrators would be punished.

"I want people around the world to hear me," he said. "To all those who would do us harm: No act of terror will go unpunished. I will not dim the light of the values that we proudly present to the rest of the world. No act of violence shakes the resolve of the United States of America."

As of Thursday morning, there was no intelligence indicating that what happened in Benghazi was planned, according to two U.S. officials briefed on the investigation into the attack. Intelligence officials said they believe it's more likely that the attack was "opportunistic or spontaneous," with militants taking advantage of the demonstration to launch the assault. The officials spoke on condition of anonymity because they were not authorized to discuss the ongoing investigation publicly.

There is also no evidence that the attack was tied to 9/11, one of the officials said. But the Libyan-based militant group Ansar al Sharia is the leading suspect for carrying out the violence, possibly with help from al-Qaida's main African-based offshoot, Al-Qaida in the Islamic Maghreb. The officials said it may be hard to determine definitively which group was responsible, because many militants are members of both.

Libyan officials arrested an unspecified number of militants suspected of taking part in the attack and they were closely monitoring others to see whether they are linked to a group.

Despite the belief that the militants who hit the consulate did so separately from the protests over the film, U.S. officials are deeply concerned that extremists may take advantage of non-violent demonstrations to copycat the Benghazi raid, or that otherwise peaceful protesters may be incited to attack because of the video, particularly on Friday.

It's virtually impossible to predict when a crowd might form and turn violent, according to retired U.S. Ambassador John Negroponte, who served as chief of mission at five posts, including Iraq, and is a former director of national intelligence.

"These things can be mobilized on the spur of the moment, set off by a spark," especially in places such as Egypt and Libya where the ruling strongmen have just fallen, Negroponte said Thursday. "When you get rid of authoritarian regimes, there's little or no institutional framework left. ...That's why there's disorder and chaos" that is so easily hijacked, he said.

U.N. Secretary-General Ban Ki-moon on Thursday denounced the violence, and also the provocative video. "Nothing justifies such killings and attacks," Ban said in a statement, adding that he condemns "the hateful film that appears to have been deliberately designed to sow bigotry and bloodshed."

Egypt's ruling Muslim Brotherhood called for demonstrations after Friday prayers as did authorities in Iran and the Gaza strip. Large protests were expected in Baghdad and Iraq's second-largest city, Basra, as well as Amman, Jordan. Israel was stepping up security in anticipation of demonstrations after Muslim prayers.

The White House said it was prepared for more protests but stressed that any violence would be unjustified.

"It is important to note that as these protests are taking place in different countries around the world, responding to the movie, that Friday, tomorrow, has historically been a day when there are protests in the Muslim world," White House press secretary Jay Carney told reporters in Colorado. "And we are watching very closely for developments that could lead to more protests. We anticipate that they may continue."

While rejecting the content of the video, Clinton stressed that no matter how offensive it is, the film cannot be used as an excuse for violence like that seen in Egypt, where a mob breached the walls of the U.S. Embassy in Cairo on Wednesday, and in Yemen, where demonstrators tried to storm the embassy compound in Sanaa on Thursday.

"There is no justification, none at all, for responding to this video with violence," Clinton said. "We condemn the violence that has resulted in the strongest terms. ... It is especially wrong for violence to be directed against diplomatic missions. These are places whose very purpose is peaceful: to promote better understanding across countries and cultures."

She then reminded foreign governments that they have a responsibility to protect embassies.

Around the world, U.S. missions issued warnings to Americans about demonstrations that could turn violent. More than 50 embassies and consulates have released such alerts since Wednesday, the State Department said.

(AP) ? A senior official with the international peacekeeping force in Egypt's Sinai Peninsula says suspected Islamic militants stormed their base near the Gaza-Israel border, wounding four officers.

The official says militants armed with automatic weapons broke into the base Friday, set fire to vehicles and are clashing with the force inside.

The official says it appears the attack is connected with wider protests in the Muslim world over an anti-Islam film produced in the U.S. He spoke on condition of anonymity because he was not authorized to speak to the press.

The bases houses around 1,500 multinational troops, part of a force put in place under the 1979 peace accord between Egypt and Israel.

Genetic test predicts risk for autism spectrum disorder

ScienceDaily (Sep. 11, 2012) ? A team of Australian researchers, led by University of Melbourne has developed a genetic test that is able to predict the risk of developing autism spectrum disorder (ASD).

Lead researcher Professor Stan Skafidas, Director of the Centre for Neural Engineering at the University of Melbourne said the test could be used to assess the risk for developing the disorder. "This test could assist in the early detection of the condition in babies and children and help in the early management of those who become diagnosed," he said. "It would be particularly relevant for families who have a history of autism or related conditions such as Asperger's syndrome," he said.

Autism affects around one in 150 births and is characterized by abnormal social interaction, impaired communication and repetitive behaviours. The test correctly predicted ASD with more than 70 per cent accuracy in people of central European descent. Ongoing validation tests are continuing including the development of accurate testing for other ethnic groups.

Clinical neuropsychologist, Dr Renee Testa from the University of Melbourne and Monash University, said the test would allow clinicians to provide early interventions that may reduce behavioural and cognitive difficulties that children and adults with ASD experience. "Early identification of risk means we can provide interventions to improve overall functioning for those affected, including families," she said.

A genetic cause has been long sought with many genes implicated in the condition, but no single gene has been adequate for determining risk. Using US data from 3,346 individuals with ASD and 4,165 of their relatives from Autism Genetic Resource Exchange (AGRE) and Simons Foundation Autism Research Initiative (SFARI), the researchers identified 237 genetic markers (SNPs) in 146 genes and related cellular pathways that either contribute to or protect an individual from developing ASD.

Senior author Professor Christos Pantelis of the Melbourne Neuropsychiatry Centre at the University of Melbourne and Melbourne Health said the discovery of the combination of contributing and protective gene markers and their interaction had helped to develop a very promising predictive ASD test.

The test is based on measuring both genetic markers of risk and protection for ASD. The risk markers increase the score on the genetic test, while the protective markers decrease the score. The higher the overall score, the higher the individual risk.

"This has been a multidisciplinary team effort with expertise across fields providing new ways of investigating this complex condition," Professor Pantelis said.

The study was undertaken in collaboration with Professor Ian Everall, Cato Chair in Psychiatry and Dr Gursharan Chana from the University of Melbourne and Melbourne Health, and Dr Daniela Zantomio from Austin Health.

The next step is to further assess the accuracy of the test by monitoring children who are not yet diagnosed over an extended study. The study has been published today in the journal Molecular Psychiatry.

Middle East crisis in spotlight at Toronto film fest

TORONTO (Reuters) - The Palestinian-Israeli conflict has taken a backseat in recent days to the Arab Spring, but at the Toronto International Film Festival an unusually high number of films shine fresh light on the decades-long conflict.

Dramas like "The Attack" and "Out in the Dark" explore the human side of the strife, while documentaries such as "State 194" and "The Gatekeepers" offer insight into the politics behind the conflict through interviews with top political and security players.

Considered one of the world's top festivals, Toronto helps kick off the Hollywood awards season, though films on the Middle East could prove too politically sensitive for mainstream audiences.

In "The Attack," Palestinian actor Ali Suliman plays Amin, a prominent Arab surgeon living a comfortable life in Tel Aviv. Amin's cozy existence is shattered when he learns his wife is responsible for a suicide bombing that killed 17 people.

As his Israeli friends and colleagues turn their backs, Amin tries to understand why his well-educated, liberal, Christian wife would have committed a crime like this.

Based on the book by Yasmina Khadra, "The Attack" plays on the human elements in acts of betrayal, while also offering insight into how precarious life can be for Arabs living in Israel.

"Even if you live in that bubble, trying to pretend that the conflict is far away - eventually the conflict seeps back in," said the film's director, Ziad Doueiri. "We can get along as much as we can, but when push comes to shove, you're again an Arab and I'm an Israeli."

Another drama putting a fresh spin on the Israel-Palestine divide is "Out in the Dark," a love story by first-time director Michael Mayer that centers on a gay lawyer, Roy, who falls in love with a Palestinian graduate student, Nimr.

The budding relationship is complicated when Nimr's visa is suddenly revoked and he faces deportation from Tel Aviv.

The film offers a rare glimpse into the risky lives of gay Palestinians living on the fringe in Tel Aviv, while grim shots of the towering West Bank fence aim to bring home the message of a lack of freedom for Palestinians.

Israel imposed a network of checkpoints and built a broad separation barrier across the West Bank after a Palestinian uprising erupted in 2000, preventing most West Bankers from entering Israel. Israel maintains it is needed to protect it from attack.

Over 1,000 Israelis and several thousand Palestinians died in the violence that petered out midway through the decade.

"When the politics enter the personal, people get up and fight for it," said Mayer of his approach to the film. "It feels more compelling to me when it's told through a personal story."

SECRET POLICE, POLITICAL GIANTS

Dror Moreh's documentary "The Gatekeepers" is a riveting inside account of Israel's intelligence gathering through interviews with six former heads of Shin Bet, the Israeli intelligence agency.

Tracing the annals of the agency and how its security tactics have changed in past decades, former security chiefs recall with both bravado and regret incidents such as the "Bus 300 Affair" in which two Arab bus hijackers were executed in custody, which created a stir in Israel.

The documentary, which has attracted possible awards buzz for its unusual access to the security chiefs, also offers insight into assassinated leader Yitzhak Rabin and the dangers some see in Israel's religious political right.

"I don't take politicians seriously any more," one of the chiefs says in the film, suggesting it is political leaders more than violence that acts as a barrier to peace. In the end, most chiefs profess that peace talks, not military action, is the only way forward, and point to a bleak future.

The future is slightly brighter in Dan Setton's documentary "State 194," which follows Palestinian prime minister Salam Fayyad on his two-year journey to have the nation recognized by the United Nations as an independent state.

Featuring interviews with Israel's former foreign minister Tzipi Livni and numerous activists on both sides, "State 194" pushes a two-state solution to end the conflict.

"The Israelis want quiet, peace. But the Palestinians want freedom. They want to end the occupation. It's not like they are on the same level," said Setton.

Numerous other films at this year's festival focus on the regions and surrounding areas, including Anais Barbeau-Lavalette's "Inch'Allah" and Annemarie Jacir's "When I Saw You," while Eran Riklis' "Zaytoun" examines the 1982 Lebanon war.

"Rafea: Solar Mama" follows one illiterate Bedouin woman's struggle to move out of poverty in Jordan. Director Mona Eldaief called Rafea "a very unique, strong character," and an inspiration for women fighting for rights across the region.

Even some of the year's bigger films jostling for Oscar attention tackle regional politics. Ben Affleck's "Argo," recalls the 1979 Iran hostage crisis, while Mira Nair's "The Reluctant Fundamentalist" shows a Pakistani Wall Street analyst whose experience with capitalism and the September 11 attacks propels him toward Islamic fundamentalism.

"We've had some trepidation about how it would be received in America," producer Lydia Dean Pilcher told reporters.

The broad range of films offer little hope for a political solution to Mideast conflict, but numerous directors spoke of changing perspectives on the ground.

"On the big thing, it's hopeless," said Doueiri. "But I think the fact that I managed to make the film, with Israeli actors and with Palestinian actors ... maybe that is a little glimpse of hope, the fact that we could work together."

Fed expects to keep interest rates low through mid-2015

The Federal Reserve announced its highly-anticipated quantitative easing, or its so-called QE3, purchasing additional agency mortgage-backed securities at a pace of $40 billion per month in another effort to stimulate the struggling economy.

The Fed want to lower near-zero interest rates, citing an "elevated" unemployment rate and "strains in global financial markets."

The Fed said it was "concerned that, without further policy accommodation, economic growth might not be strong enough to generate sustained improvement in labor market conditions."

The Federal Reserve released its post-meeting policy statement at 12:30 P.M. eastern time after the Federal Open Market Committee (FOMC) completed its two-day meeting.

The committee also said it will extend the average maturity of its holdings of securities it announced in June through the end of the year.

In its statement, the Federal Reserve said it would keep the federal funds rate at zero to 1/4 percent at least through mid-2015.

The U.S. financial markets spiked after the statement was released. The Dow Jones Industrial average rose 0.81 percent to 13,441 while the S&P 500 was up 0.78 percent to 1,447 minutes after the announcement.

This is the fourth of five economic projections the committee makes a year. The next two-day meeting and projections will take place Dec. 11 and 12.

In previous announcements, the Federal Reserve had said it expected to keep short-term interest rates near zero until 2014.

"If the outlook for the labor market does not improve substantially, the Committee will continue its purchases of agency mortgage-backed securities, undertake additional asset purchases, and employ its other policy tools as appropriate until such improvement is achieved in a context of price stability," the central bank said in its statement.

Ahead of the Federal Reserve's announcement, government-sponsored Freddie Mac announced fixed mortgage rates held steady as the financial markets speculated there would be further stimulus.

The 30-year fixed-rate mortgage averaged 3.55 percent for the week ending Sept. 13, the same as the previous week. Last year at the same time, the 30-year rate averaged 4.09 percent.

The 15-year rate averaged 2.85 percent this week, down from 2.86 percent last week and 3.3 percent a year ago.

Francisco Torralba, economist in Morningstar's Investment Management division, called the Fed's communication strategy regarding near-zero interest rates a "double-edged sword."

He said a policy of "unconditional, semi-permanent zero interest rates can be self-defeating" if it negatively shapes the economic expectations of the public.

"Is the Fed announcing zero short-term rates 'forever' because they want to stimulate the economy, or because they expect a weak economy until 2014?" he asked. "If the Fed was expecting policy to improve things within the next couple of years, why would they commit to low rates? Does that mean that they don't expect low interest rates to work?"

The economic "hawks" within the FOMC have feared that large purchases of Treasuries and a commitment to low rates, would lead to higher inflation in the future, or to an unmooring of inflation expectations, he said.

"I do not agree with this position, but their opinion has not changed," he said.

Torralba did not expect a new program of Treasury purchases, or so-called quantitative easing.

"Employment and growth have deteriorated, but not to alarming levels, and inflation is not dangerously low?at least not yet," Torralba said. "Besides, in spite of Bernanke's defense of Treasury purchases at Jackson Hole, the level of confidence on this particular policy action within the FOMC has decreased."

On Aug. 31, chairman Ben Bernanke gave the keynote speech in Jackson Hole, Wyo. at the Federal Reserve of Kansas City's Economic Symposium, saying its policies "can be effective."

Torralba said the second round of Treasury purchases, first announced in Nov. 2010, expanded the monetary base but "did nothing to increase lending."

As a part of so-called QE2, the Fed reinvested in securities purchased during QE1 and purchased $600 billion in long-term Treasury securities.

Torralba said QE2 lowered long-term interest rates by less than the first round of quantitative easing, which began in late 2008, at the height of the financial crisis.

It was during the first round that the central bank purchased $500 billion in mortgage-backed securities and $100 billion in debt from Fannie Mae, Freddie Mac, and other housing organizations. The first round completed in the first quarter of 2010.

Though QE2 may have boosted asset prices, "this had a negligible effect on real economic spending," he said.

On Aug. 29, the Commerce Department reported the U.S. economy grew at 1.7 percent in the second quarter, a slowdown compared to the 2 percent growth rate in the first quarter.

Facebook closes its purchase of Instagram

NEW YORK (AP) ? Facebook has closed its purchase of Instagram, the wildly popular photo-sharing app that it agreed to buy before its initial public offering in May.

The deal was valued at $1 billion when the companies agreed to it in April. But Facebook's stock price has lost half of its value since its IPO. With Facebook trading around $19 a share at midday Thursday, the deal is worth about $737 million, $300 million of it in cash and the rest in stock.

Even at the lower price, Instagram is by far Facebook's largest acquisition and the only one that Facebook has promised to keep going, rather than shutting it down.

"Instagram will continue to serve its community, and we will help Instagram continue to grow by using Facebook's strong engineering team and infrastructure," said Mike Schroepfer, vice president of engineering at Facebook Inc., in a blog post. Facebook is also hiring Instagram's dozen or so employees and said it will work with them to help improve its own mobile applications.

Instagram has a fast-growing and loyal user base of iPhone and Android users who take photos and apply various filters to them to share. Unlike Facebook, which was created with computers in mind, Instagram exists only as a mobile application.

Lifestyle of a killer: In wild European brown shrimp, parasitic dinoflagellates have bacteria-like endosymbionts

ScienceDaily (Sep. 7, 2012) ? Parasitic dinoflagellates of the genus Hematodinium are a big problem for crab, prawn and shrimp fisheries across the world. New research published in BioMed Central's open access journal Aquatic Biosystems has found that, in wild European brown shrimp (Crangon crangon), these parasites have bacteria-like endosymbionts. The presence of these endosymbionts indicates a previously unknown side to the lifecycle of Hematodinium.

Hematodinium sp. and its sister species H. Perezi are a real problem for blue crab fishers , causing 'bitter crab' disease, and are thought to be responsible for the decline of blue crabs in Chesapeake Bay. But they are not fussy. Over 40 species of crustaceans are known to be infected by these nasty parasites.

A collaboration between researchers at the European Union Reference Laboratory for Crustacean Diseases (CEFAS) and the Virginia Institute of Marine Sciences (VIMS) identified the parasite responsible for causing sickness in wild European brown shrimp, collected from the North Sea, as Hematodinium sp.. These shrimp had lost carapace transparency and their blood (haemolymph) had lost the ability to clot. The invading Hematodinium had also infiltrated the muscles, destroyed internal organs, and the infection had damaged the shrimp's ovaries, affecting their ability to reproduce. Adding insult to injury the shrimp were also infected with Crangon crangon bacilliform virus (CcBV).

Further investigation revealed that two of the lifestages of the parasite were present in these shrimp, trophont (the adult, mobile stage) and dinospore (the infectious stage). However, for the first time, the dinospores were themselves seen to be infected with bacteria-like cells both in the cytoplasm and inside the nucleus.

Dr Grant Stentiford from Cefas explained, "The symbionts inside Hematodinium sp. appeared to make no difference to the ability of the parasite to infect shrimp. However, for these relationships to survive the endosymbiont must supply an evolutionary advantage. It seems most probable that the endosymbiont in some way increases the chance of the dinoflagellate to survive outside the shrimp, and successfully transfer to a new host. One of the problems with Hematodinium infection is that we do not yet fully understand their lifecycles. The role of this endosymbiont to its survival may be the key to controlling infections in species of farmed crustaceans."
